The Johnson City Police Department arrested 22 year old w/m, Nicholas Lee Lawson, of 5 Euclid Ave Apt 53, Bristol, VA. The arrest stems from a shoplifting investigation at Lowe's 180 Marketplace Blvd. Lawson is charged with theft over $500 and is currently being held at the Washington County Detention Center on a $5,000 bond. He is scheduled to appear in Washington County General Sessions Court on 01/02/13 at 9:00 a.m.
On Sunday, 12-30-12, at approximately 4:00 AM, officers of the Johnson City Police Department, during D.U.I. Enforcement Patrols, arrested Donald T. Lowe of 274 Austin Springs Rd. in Johnson City, for Driving Under the Influence and making a False Report. Officers observed Lowe operating a pickup truck without his seatbelt on N. Roan St. Officers stopped Lowe for the offense and during the investigation of the traffic stop, found Lowe to be intoxicated. During the traffic stop, Lowe stated his 2 juvenile children were at home alone. Officers immediately went to the alleged address the children were at but were unable to make contact with anyone.

After approximately 1 hour, officers discovered that Lowe's children had never been left alone, and that Lowe lost custody of his children prior and they were in full time custody of another adult. Lowe was booked at the Washington County Detention Center where he is being held on $6,000.00 bond. Mr. Lowe will be arraigned Wednesday, 01-02-13, at 9:00 AM at the Washington County General Sessions Court.
On Friday December 21, 2012, officers of the Johnson City Police Department responded to the Johnson City Medical Center to investigate the report of a shooting. Upon arrival, two victims were identified, Bethany McClellan, W/F, DOB 04/25/91, 501 Pardee St. Johnson City, and a juvenile male were being treated for gunshot wounds after an altercation that occurred at 1001 South Broadway St. Both victims were in stable condition. On 12/19/2012 at approximately 0306 hours, officers of the Johnson City Police Department arrested Gerardo Soto, 32 yoa, on charges of Aggravated Domestic Assault. The arrest stems from an incident at 1899 Knob Creek Rd where officers were dispatched to a domestic dispute. Upon arrival officers were advised that Mr. Soto had assaulted his 34 year old girlfriend by aggravated means. Officers located Mr. Soto at the intersection of South Roan St. and Maple St. approximately 40 minutes later where Mr. Soto was taken into custody. Mr. Soto is currently being held at the Washington County Detention Center in lieu of a $22,000 bond. He is scheduled to appear in Washington County Sessions Court of 12/20/12 at 0900 hours.
On 12/19/2012, Officers charged Kevin Tolley (W/M, 08/14/1975) with Promotion of Methamphetamine Manufacture after an investigation related on a traffic stop on 12/16/2012 on Marketplace Blvd that resulted in the discovery of several common components used to manufacture Methamphetamine: forty-eight pseudoephedrine pills, several feet of plastic tubing, a bottle of Drain-O, and eight Lithium batteries. Tolley is being held at the Washington County Detention Center in lieu of a $10,000 bond. He is scheduled to appear at Washington County General Sessions Court on 12/20/2012 at 9:00 a.m.
On Tuesday 12/18/12 at approximately 0300 hrs, officers of the Johnson City Police Department responded to a burglary in progress at Cappys Apex which is located at 604 W. Market St. Upon arrival, officers noticed that forcible entry had been made into the business through a side window. The suspect was still inside at the time but was apprehended shortly thereafter as he attempted to flee the scene through a back door.

The suspect, Mr. Seth Barush age 39 of 108 W. Holston Ave in Johnson City, was arrested and charged with Aggravated Burglary. He is currently being held in the Washington County Detention Center under a $20,000 bond. Arraignment has been set for 1:30 p.m on 12/18/12 in General Sessions Court.
On Sunday, December 16, 2012, at approximately 00:45 hrs, officers responded to 110 Tipton St, Tipton St Pub, to a fight in progress complaint. Officers arrived on-scene and found the suspect, Timothy Gunn, M/W, 33, 805 Earnest St, Apt. 5, being restrained on the floor by security at the bar. An investigation revealed the suspect appeared intoxicated when he entered the bar and displayed a large amount of marijuana to an employee.

When asked to leave, Gunn reportedly tried to assault an employee. As officers were trying to place the suspect in the police cruiser, the suspect resisted violently, kicking at officers, and at one point, bit an officer on the finger. The suspect refused to release his bite and had to be forcefully brought into compliance before being transported to jail. The suspect was charged with Public Intoxication, Disorderly Conduct, Resisting Arrest, Assault on an Officer, and Possession of Schedule VI Narcotics for Resale. He is currently being held at the Washington County Detention Center in lieu of $23,000 bail. He is scheduled to appear in Washington County General Sessions Court on Monday, December 17, 2012, at 1:30 pm.
On 12/16/2012, officers observed a vehicle near the intersection of N. State of Franklin Road and Knob Creek Road with a broken tail light. Upon stopping this vehicle, officers made contact with the occupants, one of which was Danial R. Kiko (W/M, 08/09/1984) of General Delivery, Johnson City, Tennessee 37601. Kiko, after lying about his identity, was taken into custody and searched. This search revealed two glass pipes and a syringe used for ingesting illegal drugs, forty-eight pseudoephedrine pills, and three grams of Morphine.

In addition to these items, a search of the vehicle revealed items commonly used in the manufacture of methamphetamine. Upon arrival at the Washington County Detention Center, Kiko was searched again and found to be in possession of additional narcotics and paraphernalia which he had hidden in his pants. Kiko is charged with criminal impersonation, simple possession of schedule II, unlawful possession of drug paraphernalia, and the introduction of contraband into a penal facility. Kiko is being held in the Washington County Detention Center in lieu of a $22,000 bond. His arraignment hearing is set for 12/17/2012 at 1:30 p.m. in Washington County's General Sessions Court.
On 12/11/12, Investigators with the Johnson City Police Department served additional warrants on Christopher M. Forbes, W/M, DOB 01/20/12 of 3 Mel Circle, # 5 Johnson City TN, charging him with 8 counts of Auto Burglary and 8 counts of Theft under $500. The arrest stems from a continuing investigation into Auto Burglaries that occurred in the Oak Park area of Johnson City on the evening of 12/09/12 through the morning of 12/10/12.

All of the owners of the vehicles reported that change had been stolen from their vehicles. Christopher Forbes was found with over $100 in loose change when he was initially arrested on 12/10/12. He is still being held on related charges at the Washington Co. Detention Center when the warrants were served. He is being held on an $88,000 bond and is scheduled to be court 12/12/12 at 0900
On 12-10-12 officers of the Johnson City Police Department arrested Margaret A Laster, W/F, D.O.B 10/24/1964 of 11 Maple Swamp Rd, Chuckey,TN. Mrs. Laster's vehicle was traveling on W Watauga Ave a traffic stop was conducted in front of 301 Hamilton St. The officer asked for identification and at which time she provided a Tennessee Identification Only card. A records check revealed her license status was currently revoked and she was classified as a "Habitual Motor Offender".

The suspect was placed under arrest and during a search of the vehicle officers discovered a glass pipe that was used to smoke crack-cocaine. Mrs. Laster's vehicle was seized and she was transported to the Washington County Detention Center. Suspect Margaret A. Laster was charged with Driving While Restriction in Effect (Habitual Motor Offender) and Unlawful Drug Paraphernalia. She is currently being held in Washington County Detention Center in lieu of a $6,000 bond and will be arraigned in Sessions Court on 12-11-2012 at 09:00 AM in Jonesborough.
On Tuesday, 12-05-12, officers of the Johnson City Police Department arrested Ronnie Britt (36), W-M, 2309 Sinking Creek Rd., Johnson City, TN., charging him with (3) three counts of Aggravated Assault. Charges were placed after officers responded to the 300 block of Hamilton St. on a disturbance. Three victims were located at the Johnson City Medical Center where they were being treated for injuries. Britt was subsequently picked out of a line up by the victims. Britt is being held in the Washington County Detention Center on a $75,000 dollar bond and is scheduled to appear in Washington County General Sessions Court on Wednesday, 12-05-12, at 9:00 AM.
On December 3rd, 2012 at approximately 0023, Officers of the Johnson City Police Department attempted to check a suspicious person inside the fenced in lot a 71 Wilson Ave. The suspect ran on foot, but was apprehended a short distance later. Through the course of the investigation it was discovered the suspect was stealing copper from the heat pumps of the business. The suspect was identified as 57 year old Arnold Ebalo of 715 E. Fairview Ave. He was arrested and charged with Theft of Property under $500, Vandalism, and Aggravated Criminal Trespassing. He is currently being held on $7,000 bond at the WCDC, and is scheduled to appear in Washington County General Sessions Court December 3rd at 01:30 p.m.
Thieves representing themselves as "Power Board" employees steal cash from unsuspecting victims.

According to Sheriff Ed Graybeal, Investigators are currently investigating a burglary/theft in which the offenders represented themselves as "Power board" employees to gain access to the interior of the victim's home. While inside the home, one offender distracted the residents with a ploy to show them where the "workers" were going to do tree trimming work, while the other stole over $6000 in cash from inside the home.

A reminder from the Washington County Sheriff's Office: Employees of our local power board, the Johnson City Power Board will clearly display JCPB logos on their vehicles and carry an official photo ID at all times. Any person contracted to complete work on behalf of the Johnson City Power Board will show identification upon request and often use magnetic JCPB logo decals to mark their vehicles. Citizens of Washington County who are suspicious of any individual claiming to represent JCPB or any other organization are encouraged to contact the business directly to confirm the identity of those persons in question or contact your local law enforcement agency by dialing 911. Do not allow persons, who are claiming to represent any organization that you have questions about, access to your private property.

Armed Female Robs Restaurant. According to Sheriff Ed Graybeal. Washington County Sheriffs Deputies responded to an armed robbery of China Luck Buffett located at 5205 Bobby Hicks Highway. The ensuing investigation revealed that a female entered the restaurant and brandished a weapon demanding money from the cash register.

An undetermined amount of money was taken. The suspect was described as a white female 5'2' to 5'6' with blonde hair, age 25 to 35 wearing a reddish colored, hooded sweatshirt with "AERO" printed across the front.
