Johnson City Tennessee Police Reports Jan-Feb 2013

On 02/28/13 at approx. 1955 hours, officers of the Johnson City Police Department arrested Brian K. Coggins, 39 yoa, of 1308 Lynwood Circle, Johnson City, and charged him with Aggravated Burglary, Aggravated Arson, Resisting Arrest, Initiation of Process Intended to Result in Manufacture of Methamphetamine, and Unlawful Wearing of a Body Vest. The arrest is the result of an investigation into a suspicious subject observed in the area of 302 Highland Ave.

Officers were advised by the owner of the resident that a subject, later identified as Mr. Coggins, had been staying in the residence without the owner's consent while the resident was out of the state.

After a brief stand-off, Mr. Coggins set fire to the bathroom and then hurriedly exited the room charging officers while wearing a military flak jacket. The fire was quickly extinguished by members of the Johnson City Fire Department who were staged in the area. Items used to manufacture methamphetamine were found in the bathroom where Mr. Coggins had barricaded himself.

Mr. Coggins was transported to the Washington County Detention Center where he is being held in lieu of a $91,000 bond. He is scheduled to be arraigned in General Sessions Court on 03/01/13 at 1300 hours. In addition to the Johnson City Fire Department, other agencies assisting with the incident were the Washington County/Johnson City EMS and the Tennessee Methamphetamine Task Force.
On February 24th, 2013, at 1:00 am, officers of the Johnson City Police Department arrested 24 year old Nathan Smith of 120 Methodist Ridge Rd., in Telford, TN, after an attempted traffic stop on his vehicle at Smith St. and Woodlyn Rd. Mr. Smith was charged with not having a valid Driver's License, Evading Arrest, 2 counts of Reckless Endangerment, running a stop sign, and violation of Financial Responsibility. Mr. Smith will be held at the Washington County Detention Center on a $12,000 bond until an arraignment on Monday, February 25th, 2013, at 1:30 pm in Washington County General Sessions Court.
On 2/21/13 at approximately 9:30 pm, officers of the Johnson City Police Department arrested Matthew L. Miller, 34 yoa white male of 2359 Upper Stone Mountain Road Unicoi, TN 37692, for Driving Under the Influence 4th offense. The arrest stemmed from the investigation of a drunk driver at 1805 N Roan Street. He is currently being held at the Washington County Detention Center awaiting a Bond Hearing. He is scheduled to appear in Washington County General Sessions Court on Monday, 2/25/13, at 1:30 pm.
On 2/11/13, officers of the Johnson City Police Department arrested Tony L Bowser, w/m, 43 years of age and Martha A Ayers, w/fm, 28 years of age both currently residing at 2701 S. Roan St. Lot 116 Johnson City TN. The arrests were the result of an investigation into a domestic disturbance at 2701 S. Roan St. Lot 116. Upon investigation it was discovered that Ms. Ayers had thrown a bar stool at Mr. Bowser during an altercation.

Mr. Bowser then threw the bar stool at Ms. Ayers striking her in the face. Mr. Bowser and Ms. Ayers were placed under arrest for Aggravated Assault (Domestic) and transported to the Washington County Detention Center on a $3,000 bond each with an arraignment set for 2/14/13 at 0900 hours in the Washington County General Sessions Court.
On February 8, 2013 at approximately 7:30 pm, officers of the Johnson City Police Department arrested Brandon W. Bentley, 3424 Page St., Kingsport, TN during a shoplifting investigation. During the investigation, Mr. Bentley was caught shoplifting eleven men's ties from Belks at the mall for a total value of 682.00 dollars. Mr. Bentley was arrested and charged with felony shoplifting and is being held in the Washington County Detention Center on a $5,000 bond. Mr. Bentley is set to appear in General Sessions court on Monday, February 11, 2013 at 9:00 am.
On Tuesday, 02-05-13, officers of the Johnson City Police Department arrested Isaiah L Shepherd (28), 700 N. Austin Springs Road Apartment #1, Piney Flats, TN, on Theft and Identity Theft charges. Mr. Shepherd was arrested after an investigation into numerous reports of shoplifting that occurred at various businesses throughout Johnson City. Mr. Shepherd is charged with six counts of Theft under $500.00, two counts of Theft over $500.00 and Identity Theft. He is being held in the Washington County Detention Center on a $21,000.00 bond. Arraignment is set for Wednesday, 02-06-13, at Washington County General Sessions Court at 9:00AM.
On 01/24/2013, officers of the Johnson City Police Department responded to Walmart, 2915 W. Market Street, in reference an incident of shoplifting. Upon arrival, officers learned that a white female, later identified as Keesha L. Lenoir (w/f, 07/06/1980) of 70 Price Road, Limestone, Tennessee, concealed $32 worth of merchandise on her person in an attempt to steal it from the store, but was stopped temporarily by a member of Walmart's Loss Prevention department before fleeing the scene and leaving her identification behind.

A warrant, which was served a short time later, was issued. Lenior is charged with one count of theft under $500 and reckless endangerment, which stems from her reckless operation of a vehicle while fleeing the scene. Lenior is being held in the Washington County Detention Center in lieu of a $2,000 bond. Her arraignment hearing is set for 01/28/2013 in Washington County's General Sessions Court.
On 1/23/2013 at approximately 21:13 hours, officers with the Johnson City Police Department responded to a report of a shooting incident at 1407 E Millard St Johnson City, TN 37601. A white male victim was driven to the Johnson City Police Department, where the victim reported the incident to an on duty patrol officer. The victim was transported by Washington County EMS to the Johnson City Medical Center with non life threatening injuries. The investigation is ongoing at this time.
On January 7, 2013 officers of the Johnson City Police Department arrested two juvenile males, both of Johnson City, and charged them with possession of marijuana for resale. The arrest is the result of a traffic stop due to a headlight violation. During the stop, approximately 21.4 grams of a green leafy substance, preliminarily identified as marijuana, was discovered in the vehicle. The driver of the vehicle was additionally charged with juvenile DUI and light law violation.

The juvenile passenger of the vehicle had an odor of alcohol on his breath and was also found in possession of a digital scale, glass pipe and rolling papers. He was additionally charged with underage consumption of alcohol and possession of drug paraphernalia. Both juveniles were transported to the police department for processing and released to their parents. A juvenile court date is set for January 18, 2013 at 9:00am
On 1/12/2013 at approximately 2101 hrs, Officers of the Johnson City Police Department responded to a motor vehicle theft at 705 W Market St. On arrival, officers were notified that the stolen vehicle was spotted nearby and a suspect with a gun was next to it. Searching the area, officers located the stolen vehicle in front of 705 Lehigh St with a white male suspect standing next to it. The male suspect fled on foot and entered through the back door of the residence.

Officers checked the residence and found the suspect inside. The suspect was identified as Brett Ashby, white male, 1/29/1988, of 3706 Timberlake Rd. Johnson City, TN. The suspect was arrested and charged with Theft of Property (Motor Vehicle), Evading Arrest, and Aggravated Assault. Suspect is being held in the Washington County Detention Center on a $21,000 bond pending arraignment in Washington County General Sessions court on 1/14/2013 at 1:30 pm.
(Talk about stupid) On 02/01/2013 officers of the Johnson City Police Department arrested Moses Michael Dillon Jr, Black male, D.O.B 10/16/1982 of 317 Wilson Ave, Johnson City, TN. Mr. Dillon's vehicle was traveling on Winter St and traffic stopped due to excessively loud radio in front of 317 Wilson St. The officer asked for identification and at which time he provided a Mississippi Identification Only card.

A records check revealed he was wanted out of Mississippi on multiple felony charges including Possession for Resale of Marijuana, Possession of a Firearm, and Burglary of a Building. The suspect was placed under arrest, transported to the Washington County Detention Center, and awaiting for arrangements to be made from the original agency in Mississippi to extradite.

Suspect Moses Michael Dillon Jr was charged Fugitive from Justice and Loud Radio. He is currently being held in Washington County Detention Center in lieu of a $25,000 bond and will be arraigned in Sessions Court on 02-04-2013 at 9:00 AM in Jonesborough.
On 1/31/2013 at approx. 2145 hours officers of the Johnson City Police Department arrested Shaquille C. Williams (Black male) of 402 Ketron Lane, Johnson City, and charged him with Possession of Schedule Vl Drugs with the Intent to Resale. The arrest stemmed from a traffic stop of the vehicle driven by Mr. Williams which was in violation of Tennessee's light law. A search of the vehicle revealed 28.7 grams of marijuana. Mr. Williams was arrested and is currently being held on a $10,000 bond at the Washington County Detention Center. Mr. Williams is set to appear in Washington County Sessions Court on 02/04/2013.
Blacks and Muslims (I would add Hispanics) who face the insults of being profiled might direct their anger toward those who've made blacks and crime synonymous and terrorism and Muslims synonymous...For most blacks to own up to the high crime rate among blacks is a source of considerable discomfort. Beyond that, it creates suspicions and resentment, which are destructive of good race relations, and it's devastating to the black community, which is its primary victim...
Armed Man Robs Gray Restaurant - January 14, 2013 According to Sheriff Ed Graybeal , Washington County Deputies responded to an armed robbery at Subway Restaurant located at 5049 Bobby Hicks Highway Suite 102.

At around 11:30 am a white male entered the restaurant and brandished a weapon demanding money from the employee and an undetermined amount of money was taken. The suspect was described as a white male 5'9" to 6"0" weighing approximately 160 lbs wearing a brown Carhart type jacket with a hood, a blue baseball cap with a "B" on it. The suspect is also described as wearing wire rim glasses and had a goatee type beard that was reddish in color.

On 01/26/2013 officers of the Johnson City Police Department arrested 37 year old white male Clint Chandler, of 116 Spring City Dr. Lot # 44 for possessing a prohibited weapon. The arrest stemmed from officers responding to Motel 6 located at 207 E. Mountcastle Dr. in room 239 to serve a domestic assault warrant on Mr. Clint Chandler. Upon arrest Mr. Chandler was found to be in possession of a sawed off shotgun with a barrel length of less than 13 inches.

Mr. Chandler was charged with Possession of a Prohibited Weapon and is being held on a $10,000.00 bond. He was also charged with Domestic Assault on a $1,000.00 bond. Mr. Chandler's preliminary hearings will be held at the Washington County General Sessions Courthouse on 01/28/2013 at 1:30 p.m.
