Johnson City Tennessee Arrests December 2016

On 12/01/16 at approximately 2105 hours, officers of the Johnson City Police Department arrested Angela D. Taylor, 35 years of age, of 822 State Line Rd, Elizabethton, TN, and charged her with two counts of Identity Theft and Theft of Property under $500. The arrest occurred after officers responded to J.C. Penny’s, 2011 N. Roan Street, where Ms. Taylor and another subject were being detained for shoplifting items totaling approximately $194.00. During the investigation into the theft, Ms. Taylor attempted to hide her true identity by providing officers two different names and identifiers other than her own.

Ms. Taylor and her accomplice were arrested and transported to the Washington County Detention Center. Ms. Taylor is being held in lieu of a $21,000 bond and her arraignment is set for 10:30 a.m. on 12/02/16 in Washington County General Sessions Court.

On 12/03/2016, officers of the Johnson City Police Department arrested Rachel S. Todd, 15 D Grenada Street, Asheville, NC, 39 years old, and charged her with Felony Shoplifting. The arrest stems from a shoplifting incident at Kohl’s, 190 Market Place Blvd., during which Ms. Todd used a baby stroller to conceal $568 worth of store merchandise.

She was apprehended by officers and loss prevention personnel as she exited the store without rendering payment. Todd was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond. Arraignment is set for 12/05/2016 at 1:30 p.m. in Washington County General Sessions Court.

On 12/6/2016 officers of the Johnson City Police Department arrested David T. Logan, a 43 year old male of 1500 Bell Ridge Rd, Johnson City, TN, on the charge of Aggravated Domestic Assault. According to the victim and a witness, on the evening of 12/5/2016, the defendant allegedly assaulted a female who had at one time been his girlfriend.

The defendant allegedly struck her in the head with a bottle, along with forcing her head into several walls and other objects. After an investigation and the discovery of injuries on the victim, the defendant was arrested on the charge of Aggravated Domestic Assault. Mr. Logan is currently being held in the Washington County Detention Center on $5,000 bond. A court hearing is scheduled for 12/6/2016, 1:30 pm, in Washington County General Sessions Court.

On 12/9/16, officers of the Johnson City Police Department arrested Jacob B. Potter (602 Belle View Dr. Johnson City,Tn., 28 years old) and he was charged with Felony Possession of Methamphetamine for Resale, Simple Possession of Schedule III, Unlawful Drug Paraphernalia, Possession of a Firearm during the commission of a Dangerous Felony, Window Tint Violation, Driving on Suspended License, and Failure to Illuminate Tag.

At approximately 8:50 p.m. on 12/9/16, officers of the Johnson City Police stopped a Ford F150 for a window tint violation as well as failure to illuminate tags. Upon making contact with the driver, officers knew him from previous encounters and knew his license to be suspended. A check on Potter revealed that he had 2 active warrants for Aggravated Assault out of Johnson City.

Officers had Potter step out of the vehicle and was detained and searched. After placing Potter in the back of the police vehicle, officers located a felony amount of methamphetamine where the suspect was last standing behind his vehicle. A search of Potter’s vehicle was then conducted after a narcotics dog alerted on the vehicle. Officers located more methamphetamine, prescription pills, scales and a large amount of new baggies. Officers located a large amount of US currency and a loaded Ruger 9mm handgun in the vehicle as well.

Police arrested Mr. Potter, and he was transported to the Washington County Detention Center, where he is being held on a $23,000 bond . Arraignment is set for Monday, December 12, 2016, at 1:30 p.m., in Washington County General Sessions Court. Potter was also served with his two additional warrants at the Detention Center.

On December 15th, 2016 at about 5:00 PM, Investigators with the Johnson City Police Department arrested Alvin G. Stafford, 57 years old, 131 Dyer Street, and charged him with one count of filing a false report. Mr. Stafford filed a burglary report earlier in the month and video evidence showed he intentionally misled officers when filing the report. Stafford was transported to the Washington County Detention Center where he was held in lieu of a $5000 bond. Stafford’s first appearance is scheduled for Thursday, December 16th at 1:30 PM.
