Man with knife arrested in Johnson City

On 07-02-13, officers of the Johnson City Police Department arrested Robert Mincey, w/m, D.O.B 12/05/1963 who resides at 517 Lamont St. Johnson City, TN. Officers were dispatched at 18:45 hours to 517 Lamont St in reference to a male subject threatening to stab another male with a knife.

Upon arriving on scene officers made contact with numerous individuals inside of the residence and recovered a knife from the suspect, Robert Mincey. With a short investigation, officers determined Mr. Mincey was severely under the influence of alcohol and initiated the confrontation with the victim prior to officers arriving on scene.

The victim and witness both stated that the suspect was upset after all parties became separated from a nearby bar, so when he returned to the house he immediately became belligerent. According to the individuals present Mr. Mincey reached in his pocket, unfolded a knife, began to wave it around, and followed his actions with verbal threats.

Robert Mincey was placed under arrest and while conducting a search of his person officers located a plastic bag containing 1 gram of a green leafy substance. The suspect claimed the substance was in fact marijuana and he had consumed some earlier in the day as well as alcohol. He was charged with Aggravated Assault and Simple Possession of a Schedule VI Drug. He is currently being held in Washington County Detention Center in lieu of a $26,000 bond and will be arraigned in Sessions Court on 07-03-2013 at 01:30 PM in Jonesborough.
On 07/01/13, Officers of the Johnson City Police Department arrested David Monroe Winder, 31 years old, 207 E. Mountcastle Drive, Johnson City, TN and charged him with being a fugitive from justice out of Baltimore, Maryland. The arrest stems from an investigation of a suspicious vehicle at the Motel 6, 207 E. Mountcastle Drive, Johnson City, TN.

Officers came in contact with Mr. Winder who was found to have two arrest warrants with full extradition with the charging agency being from Baltimore, Maryland. Mr. Winders was wanted for a parole violation and failing to register as an offender/giving false information both of which occurred in 2012. Mr. Winder was arrested and transported to the Washington County Detention Center; he is scheduled to appear for a bond hearing in Washington County General Sessions Court on 07/02/13 at 9:00am.
On June 26th, 2013, at approximately 7:06 pm, officers of the Johnson City Police Department arrested 44 year old Angela L. Friday of 1238 Old Gray Station Road, Johnson City, Tennessee, and charged her with Shoplifting Over $1000. Kohl's Loss Prevention stated that they observed Mrs. Friday select numerous items, conceal them into handbags, and exit the store with the merchandise without rendering payment. Mrs. Friday was transported to the Washington County Detention Center and will be held under a $10,000 bond. Her arraignment was scheduled for June 27th, 2013 at 1:30 pm. in Washington County General Sessions Court.
