Johnson City Resident Sentenced to Serve 188 Months for Crack Cocaine Conspiracy

GREENEVILLE, Tenn. - Kayla Renee Buchanan, 27, of Johnson City, Tenn., was sentenced on Tuesday, November 15, 2011, in U.S. District Court, by the Honorable Ronnie Greer, U.S. District Judge, to serve 188 months in prison for her participation in a drug trafficking organization responsible for the distribution of large quantities of crack cocaine in Johnson City. Under the federal guidelines, Buchanan was sentenced as a career offender based upon her two prior felony drug convictions.

Buchanan and other co-conspirators traveled to Rome, Ga., and Knoxville, Tenn., to purchase large amounts of cocaine. Upon returning to Johnson City, the cocaine was cooked into crack cocaine and sold by various co-conspirators, including but not limited to: Buchanan, Hiram McGirt, 41, Willie Carter, 27, Carlton Waite, 39, Dustin Rollins, 32, Jarrod Baxter, 32 and Kimberly Bowen, 26, all of Johnson City. Buchanan distributed or assisted in the distribution of crack cocaine on six different occasions to a confidential informant working on the behalf of law enforcement. Additionally, a search warrant was executed at a residence occupied by Buchanan, McGirt and Carter in October 2010, which revealed significant quantities of crack cocaine.

The Johnson City Police Department Vice Squad was the primary law enforcement agency responsible for the indictment and subsequent conviction of Buchanan and others involved in this conspiracy. Special Assistant U.S. Attorney Ben Whittemore and Assistant U.S. Attorney Wayne Taylor represented the United States.
